I don't really know why Xehanort has a different voice than he did in KH1, though I would speculate that story-wise, it's a 'hint' to the player that this isn't the same one that we knew. Billy Zane also just might not've been available to do voice work, or they just decided to go with someone else. As for Xemnas... None of the Nobodies sound just like their alter egos anyway, as you'll come to find.

I like Xemnas's English voice and the way he draws out his words just like the Japanese Xemnas did. He sounds almost identical to the Japanese Xemnas, except his voice is a little deeper. Sora, Riku, and Kairi did pretty good too, and Saix is good as always.
