Maybe the bell upgrade is for ADA code requirements.

The previous bell is sounded too soft so the bell has to be littlle bit audible for people to hear it clearly.

I'm guessing that the next time all early 2000's schindler elevator with older HT series bell are upgrade with new bells which are standard as of most recent installation of new HT series fixtures which are like that when installed new.
