A pastor CANNOT give the Holy Ghost. A person is already filled with the Holy Ghost once he is saved. The confusion may stem from the stories in the book of Acts; the pattern then was that people were saved, but received the Holy Spirit much later. However, after the initial coming of the Spirit, the pattern became (and still is) that one gets filled with the Holy Spirit at salvation. See the story in Acts 19.1-7.
