While the use of these munitions is indeed "twisted" it is unfortunately not imagination. Phosphorous munitions were used in Cast Lead among other campaigns according to both witnesses and the IDF itself.

There is no legal matter because there is no binding structure under which the "law" operates. Simply, it is a jurisdiction problem. Sovereign nations are not under the jurisdiction of a higher authority.
I am saying that since there is no mechanism to enforce "international law", that the net effect is that there is no law no matter how loud you shout. A perfect example of this is Israel's complete and utter disregard for UN resolutions and directives.

The President of the United States can say whatever he pleases about Israel, but it is irrelevant. He does not have the ability to grant the "right" you so desire to Israel. He cannot do it from his position as the US President because the office of the Presidency does not have the ability to bind other nations to his opinions. He has no other forum/structure in which he, or anyone else for that matter, can grant this "right".
"Expert" has nothing to do with it. A fact is a fact.

Perhaps the easiest way to prove this to yourself it to read the US Constitution under which Obama must operate. In it, you will find no reference to any nation other than the United States. If you read any and every UN document, you will find that the US does not have the ability, by those agreements, to bind any other nation to its opinion.
Lastly, participation in the UN is voluntary. Nations ignore UN resolutions and directive at will and at their own pleasure.
