I wouldn't say that is speaking Spanish I would say that is just a regular cockatiel sound, I'm going to guess that is a male so he is just doing his normal sounds, sounds slightly like his mating call.
my 3 month baby cockatiel doe's that,his mother layed egg's again and he can't let her sleep cause of the noise he think's it's funny his brother's and sister's don't mind as long as he sleep's at the other end of the birdcage

You know, when people say their parakeets speak, I can't understand it too well. Can they just mimic sounds, or are they really saying words, and I am just deaf? Cause it just sounds like they are mimicing noises instead of words, like parots. Maybe I'm just stupid. Just curious, though. xD (All my parakeets do is scream at each other. T_T)
I think people just look for sounds that sound like they're saying a word. Kind of like when you take Stairway to Heaven and play it backwards and all of a sudden people here certain words. There is a video of Michael Schermer talking about that somewhere on the web, you should check it out.
all birds can talk in a sense. they can mimic sounds really easily if they want to. you can also teach a bird what they are and what the object or action is so when they see it they can relate and say what they soo like if u hold up an apple and say apple over and over and the bird will understand what an apple is or u can say walk and walk across the room and after doing that over and over the bird will eventually figure that action out
I think you are thinking of a budgie, when you say parakeet, as there are lot of people that uses that as a synonym of budgerigars.
But truth is parakeets are small, or mediums sized parrots, like cockatiels, and budgies, and therefore i said that cockatiels, also were parakeets. Not that they also were budgies (:

keets and tiels are not the same bird at all they cannot be bred together so therefore they are not of the same species

Budgie is short for budgerigar.
And budgeriga is the little bird you are calling for a parakeet.
Every single book i have read about parakeets, says that parakeet is used as a synonym to budgerigar, even though parakeet is a big group of birds (:
