As PublicSecrecy said, legally blind isn't the same. My brother is "legally" blind, but he can still see with prescription lenses. The reporter in this video was probably wearing sunglasses to minimize the destruction of his vision...

My son is legally blind and he has to wear sunglasses all the time because his eyes are very light sensitive.

Because legally blind doesn't mean "can't see anything at all", hence the prefix "legally" (as opposed to just "blind").
