Yes. When you upload the vid, you have to go to "My Videos" and then click "resolve copyright problem" and put why you think you should use that song.
@bluebutt you can try to do this: leave an open space in the beginning with no music, and with some skating noise, the youtube copyright "bots" search trough lists of music but they are misleaded beqause the noise... sorry that i'm so late :S
