In my opinion this is not withholding. The offensive team did not prevent the defense from getting to the ball by huddling around the ball. No one on the offense held the ball to their body or clamped it to withhold it from the defense. Looks legal to me.

The offense was huddled around the ball only for a fraction of a second. Thus it is not withholding.
