I think you have a misunderstanding 4409. Private security companies aren't being push out. Private security companies are paying to train securities officers at the local police academy, so they have private police officers that don't have to have any involvement with a police station. They are also giving already licensed police officers part time work as well though. Look into it more some of these companies own there own jail houses in some states.

They are legally bound to the constitution as much as any other officer, and responsible to your state and local government still. The jails are usually superior as well, and they cost less per hour. Citizens arrest still exist in most states. His badge doesn't extend past his post. I've done this work since 18 years old I was a death row correctional officer, traditional security officer, upgraded security officer, custom protection officer, emergency response officer, and private police officer.

THAT being said - if they are working on a construction project that will have alot of construction vehicles working in traffic lanes and it doesnt make sense to permenantly shut down the lanes, it does make sense to have a trained, competent, traffic professional out there to direct traffic. This is not unusual. Here in LA, working in the film/tv industry, if you have a permit to work ON a city street and if they deem that you need traffic control on those streets, for liability reasons, a trained police officer is the only one that can do that. It makes sense. Are you going to listen to what a $9 an hour "security guard" tells you to do on a city street? NO. But you WILL listen to a COP when he tells you to stop or tells you that the street is closed or to turn left/right.

Dude, this is like Toronto. A cop must be at EVERY construction site whenever construction is being done. They do nothing. Cops are allowed to work for private companies when they are off duty from the police force. A cop regardless if he is on duty or not has full powers of arrest as if he is. A cop is the only one that can direct traffic Rufus because traffic control falls under the F.M.U.T.C.D., which is a federal manual that controls how you travel within the U.S. and since it is a constitution issue, only cops or certified traffic engineers may direct traffic, legally.
What I don't understand is why this officer is acting like he doesn't know anything about the law only that he works for this company right now. But when he leaves he's an officer of the law and an expert decision maker.

Security guards are not academy certified therefore are not applicable for some jobs that are required by private companies. The pay that I get from the private company has nothing to do with what I get paid from the department. We don't mandate that the companies hire us. They come to us because they want security plus authority if the situation arises. Once again, you made a video with no valid point.

Mass law states that only police can direct traffic lawfully. And yes you are correct the cops should never be peering into the hole making chit chat with the workers. Their job is to make sure old people or stupid drivers that are easily confused do not drive into these open holes and provide direct dispatch response to emergency care if they hit a gas main or a worker gets injured. A police officer is never off duty according to the Law. They are "mandated reporters" with a duty to act!
Let's say I am a police officer who happens to be off duty and I am at an emergency scene or witness an accident and a person requires care. If I do not render care and vacate the area, if someone at the scene knew I was a police officer I can be sued civilly for not acting to initiate emergency care. Although I do understand the point the video makes and the fees extracted on a per hour basis is enormous. Fact is this is depended on as part of their salary. You could do away with it.. but...
They would just create overtime for themselves by looking for someone to arrest 30 or 40 minutes before their shift ends in order to complete the entire booking process thereby extending their day for an extra 2 or 3 hours, at time and a half! Needless to say the inhabitants of that city or town would see a dramatic increase of harassment due to the loss of revenue from these harmless road jobs. I guess you have to pick your poison.

You're just plain wrong. An off duty officer who is working an off duty job in uniform has the same arrest powers as any other officer on duty. You think I'm lying? Go to any nightclub in Phoenix where there are off duty cops outside and start a fight, see who arrests you and signs the citation.
Maybe it's a state thing, but I believe that the police are required to intervene in "criminal" behavior on or off of the clock. It is part of their job description. Either way, the whole setup stinks of wasted taxpayer money.

The county pays nothing for him to do that off-duty job and it costs the tax payers nothing. He is paid by the business that hired him and his insurance is covered privately. The law that governs this is ARS 41-805.
It does cost the taxpayer because the construction companies factor in the cost of the Police details. Although it doesn't come out of the Cities budget directly it does cost the taxpayer to the tune of about 35 bucks an hour depending on the city or towns union rates per hour. State police get about 50 bucks an hour x 8 hours thats 400 bucks for a road job. Unfortunately people do not pay attention to civilian flag men directing traffic which is why it is thought that police need to be utilized
The cost of private traffic control(non-LEO) is similar to what off-duty officers make. I would prefer to let real police officers do these jobs with the training they have and the authority they posess than to let some rent-a-schmoe do it. Police are trained to handle traffic and disorderly drivers who endanger construction crews. Some rent-a-vest isn't going to have nearly those same skills. Again, I don't see an issue here. Time to go back to the border patrol stuff.
i work for a barricade company and i also do flagging, alot of cop's do this and we are NOT paying for it the companies do, also alot of jackass's dont slow down enough that's why the constuction company's want them in their uniform's , for a (i hate to say it) show of force.

THAT being said - if they are working on a construction project that will have alot of construction vehicles working in traffic lanes and it doesnt make sense to permenantly shut down the lanes, it does make sense to have a trained, competent, traffic professional out there to direct traffic. This is not unusual. Here in LA, working in the film/tv industry, if you have a permit to work ON a city street and if they deem that you need traffic control on those streets, for liability reasons, a trained police officer is the only one that can do that. It makes sense. Are you going to listen to what a $9 an hour "security guard" tells you to do on a city street? NO. But you WILL listen to a COP when he tells you to stop or tells you that the street is closed or to turn left/right.

I live in Taxachusetts, unfortunately the entire bloated state, by law, requires any company public or private, doing any work within 10 feet, of any public way must have a police officer (for private contract),semi understandable....BUT !!, on state or town public works jobs (paid by we the people) they have a straight up policemens ball, 4 or 5 or hell make it 10 ..hang out standing there or sit in thier cruisers reading the paper @ 45.00 hr .....WTF !!

Dude, this is like Toronto. A cop must be at EVERY construction site whenever construction is being done. They do nothing. Oh, and they're actual cops, in full uniform, having received training, normally standing around on OT. THOSE people are ACTUALLY earning $50/hr. These guys in the vid prob earn $10-$15hr, they're just private security guards "commissioned" as peace officers.

Cops are allowed to work for private companies when they are off duty from the police force. A cop regardless if he is on duty or not has full powers of arrest as if he is. A cop is the only one that can direct traffic Rufus because traffic control falls under the F.M.U.T.C.D., which is a federal manual that controls how you travel within the U.S. and since it is a constitution issue, only cops or certified traffic engineers may direct traffic, legally.

Security guards are not academy certified therefore are not applicable for some jobs that are required by private companies. The pay that I get from the private company has nothing to do with what I get paid from the department. We don't mandate that the companies hire us. They come to us because they want security plus authority if the situation arises. Once again, you made a video with no valid point.

Mass law states that only police can direct traffic lawfully. And yes you are correct the cops should never be peering into the hole making chit chat with the workers. Their job is to make sure old people or stupid drivers that are easily confused do not drive into these open holes and provide direct dispatch response to emergency care if they hit a gas main or a worker gets injured. A police officer is never off duty according to the Law. They are "mandated reporters" with a duty to act!

Let's say I am a police officer who happens to be off duty and I am at an emergency scene or witness an accident and a person requires care. If I do not render care and vacate the area, if someone at the scene knew I was a police officer I can be sued civilly for not acting to initiate emergency care. Although I do understand the point the video makes and the fees extracted on a per hour basis is enormous. Fact is this is depended on as part of their salary. You could do away with it.. but...

They would just create overtime for themselves by looking for someone to arrest 30 or 40 minutes before their shift ends in order to complete the entire booking process thereby extending their day for an extra 2 or 3 hours, at time and a half! Needless to say the inhabitants of that city or town would see a dramatic increase of harassment due to the loss of revenue from these harmless road jobs. I guess you have to pick your poison.

I don't understand "he acts as if he is on the clock." He has all the authority of a peace officer off-duty and represents that agency while working that job. The county pays nothing for him to do that off-duty job and it costs the tax payers nothing. He is paid by the business that hired him and his insurance is covered privately. The law that governs this is ARS 41-805.

It does cost the taxpayer because the construction companies factor in the cost of the Police details. Although it doesn't come out of the Cities budget directly it does cost the taxpayer to the tune of about 35 bucks an hour depending on the city or towns union rates per hour. State police get about 50 bucks an hour x 8 hours thats 400 bucks for a road job. Unfortunately people do not pay attention to civilian flag men directing traffic which is why it is thought that police need to be utilized

The cost of private traffic control(non-LEO) is similar to what off-duty officers make. I would prefer to let real police officers do these jobs with the training they have and the authority they posess than to let some rent-a-schmoe do it. Police are trained to handle traffic and disorderly drivers who endanger construction crews. Some rent-a-vest isn't going to have nearly those same skills. Again, I don't see an issue here. Time to go back to the border patrol stuff.

Here in Ohio, statute permits me to arrest anyone I believe has committed a Felony.
Arizona and most if not all state statutes allow their citizens the same authority.
Perhaps the bar, pardon the pun, is lower in Arizona allowing average citizens to arrest for a class 1 or A misdemeanor.

Every state is different in re this argument.
Case law (modern day common law) says the following:
1. Cop on duty has full police powers.
2. Cop off duty in uniform has full police powers.
3. Cop off duty and not verbose may be considered a private citizen and the exclusionary rule of evidence does not apply.

Kinda stretching it aren't you? There might be better examples of "leading to fascism", than this. I doubt he's making $50 an hour too. More like $15 if he's lucky. I believe this country is heading down the wrong road too, but some folks are really reaching for straws and this video is an example of that.

You dont pay taxes...there is no money...there has not been any money. The USA went bankrupt almost a century ago...congress became the trustees of the bankruptcy and YOU ARE the taxes. Thats why dollars are made of paper and not gold when gold and silver are the definition of money. Dollars are currency. Look it up.

I don't get your description. Is he an officer from the city or an officer from one those private police force corps popping up in parts of the country? I think most American officers that swore an oath will know when the powers that be try and push'em too hard to do the wrong thing, and then they'll turn there backs and help the citizens again... or at least I'd like to believe that. What I don't want to see is foreign officers that don't even speak english flooding in, i think that'd fail tho

Why does a police officer have to work a second job working for a corporation?
This means that the police officers are not making enough wages or is being fiscally irresponsible(i.e. in debt) and if it is the former then the solution is to raise the officer's wages to ensure that he does not take jobs from corporations.

Ahh my mistake. Just really used to seeing a lot of hate on the internet that has been anti-government since Obama became president elect.
As a republican I am disgusted by the amount of hatred and insanity that has come about since he was elected. I know people who are being paid to just be hate mongers now.
It is fine to dissent but the people who are dissenting are doing nothing but using rhetoric and basic talking points.

Here in the UK we have PCSO's (Police Community Support Officers) - they look like cops, they have some of the powers of cops, but they haven't taken the oaths of cops. Figure out the implications of that. You've got this to come.

We already have something like that. In my town there is cilivian cops. Have the cop cars, a uniform, and the motto is "Protecting the Ones who Protect Us". lol I live in the states.

Cops are off duty and can work for money in uniform. It's common and part of the job. The company pays, not the public.

Also if a company is forced to hire expensive cops the price of their services goes up and the public does pay for it.
When they were forced to hire the cops do you think the company just ate the loss or did they raise their rates?
