thats John Posey. Bob Saget was the producers' first choice to play Danny Tanner, but because of his work as an on-air contributor to The Morning Program (CBS), John Posey was cast as Danny for the original pilot. When Saget was fired, Posey was let go, and the pilot re-shot with Saget.

OMG I bought all the dvd box sets of the full house episodes, and on the first season there was a special feature of the pilot episode with the other guy that was supposed to play Danny until Bob Saget was available. It was soooo frickin weird, like a whole different show. I'm so glad Bob Saget got the part after all.
