correct! U cant jump alot with sagat. Remember he has a large target area and he is slow. Thats his down fall. Throw more jabs and grab a little more. Dont do the tiger upercut to much because if they block it they can grab u with an ultra or a super very easyly .Now for chun li, never let your oponent Know that u are charging . If you are going to charge back, charge downback instead to get them confused.

Coming from a Sagat player, you tend to jump to much. Jumping with Sagat can either be a death trap or an awesome win.

In my experience, chun's ability seems to be returned back to SF 2. It's quite hard to train as well.
