Yeah, it's toxic and reactive. However, it's not going to make it to the surface. It's at least 200 miles up to be in orbit so it'll spread out so much that the concentration will be negligible. Not to mention that it photodegrades very easily in the sunlight up there to harmless things like nitrogen and carbon dioxide.
