I love the english songs in city hunter, This so good. Is that supposed to be the psychic girl who can read minds?

Something I've noticed Kaori tends to look alot better in the colored pictures of the manga than in the black and white ones for some reason.

I agree. I remember this tune when Ryo was protecting a girl from some loon with a thing for shooting unarmed people. When Ryo announces he's staying with her to protect her, she starts to leave but Ryo stops her and tells her she's in danger when this tune begins to play.
