The soldiers shouldn't leave until those nations are able to provide their own security; which entails having a military and police force capable of keeping the peace as well as the people of those countries having trust in their governments. That may take some time, but it is the only real solution. Recalling the military forces without leaving a stable government will cause them to be sent back anyhow.
