Because of the sheer hatred the senate had for Caligula, combined with the fact the only them wrote histories, Caligula's "injury" to them might have been that he wanted a greater share of governance(see Domitian). Caligula WAS unconventional by contemporary standards, but was he insane? Probably not.
The senators are gutless and the way ian richardson and claudius keep looking at each other with that "yeah I know he's bonkers but what can we do look"...

But it is, as you said, most likely that Gaius just wanted to show his "special respect" for the institution of the republic.

rome was doomed when they killed julius ceaser. they wound up getting a dictator which was exactly what they did not want in the first place.
the saying once said that if one does not learn from history it is bound to repeat its self and that is what did the roman empire in.
that and while agustus was declared a good ruler his flaw was never having an heir and also securing issues that future emperors had to face.
