Without seeing you, knowing your age, occupation, previous history, I will only be guessing: sometimes cracking can be due to either calcium deposits (arthritic growths) from old injuries, genetic factors, or misalignment of the vertebra. Again, I cannot/will not diagnose people over the net, if you have issues, please consult a doctor.
Resistance and tension is normal for tight muscles. Review my videos on neck stretching, and try the video for stiff necks. Even if you don't have a "classic stiff neck" where you cannot turn it at all, the outlined exercises will help you relax and open up the neck (cervical) area.
