It is respect. Do not stare at others, it is disrespectful, and can be somewhat frightening to a woman, if a man looks at her hard. I also think there is a pretty thick line between looking at each other with desire and looking at each other out of interest. sometimes I accidentally catch myself staring into what i think is nothing and it happens to be another person-it ends up being funny, but God forbid someone kill me for it! Sometimes it is hard to find male friends, because of this jealousy
ok i hav a question. pple r everywhere in the streets wen we go shopping, working, driving. how can we lower our gaze then? wat if we r giving a business presentation or we need to tok to someone, or we r teaching someone, or helping them? interaction and eye contact will be involved even if its not for zina. so wat do we do then? we cant just 100% avoid pple can we?
so r u saying that it only applies to strangers that we see for the first time? suppose that we kno the person, hav a light conversation with someone, or guests come to ur house, or it's at school in the classroom, would it be acceptable in those times?

When we are walking down the street and we see someone the first time that is acceptable. But the second look is forbidden and it is also a sin.
Obviously for teaching puropses and when giving out a presentation you have to look at a person to know they understand the point your making.
