for me this ripped off heads represent the soul of the humans, leaving only their animalistic behavior behind without it. The eagle guy seems to collects the heads for the bag (money?) granted to him later. Meanwhile the women seduce one man to kill the eagle for the higher good, but in the end all where betrayed and the devil ( maybe represented with the wolve head) gets to all of them taking back what he offered to the believers and gets a huge harvest and drives of into another area.
