In general the popular vote does matter, but if the race is very close the electoral colleges then come into play. See, the Founders created that system to make sure that the amount of ignorant people voting and the amount of smart people voting would balance out because they were afraid that at one point the amount of ignorant people would be a bit higher than smart people.
