Napoleon is a breed, and this is not a very great example of the breed.

Not sure what you're talking about - Napoleon is his name, not his breed. His breed is manx.

Yes, he is a Manx cat. They are typically born without tails. Also they have longer back legs than front, so they run like a rabbit.
