you have to download the modtools for call of duty 4 pc and there are plenty of tutorials on you tube that's how i learned

U put map in folder usermaps in your root game folder and then make folder mp_mapname and put two ff and iwd files there

Than in multiplayer type in console /map mp_mapname and it will run

Yuo should try it yourself.Just enable devolopers scripts and type in console cg_thirdperson 1
