The reporter's comments might have been stupid from a British perspective, but being an American this interview has overwhelmingly sufficed my curiosity into why the UK rejected the treaty. With my limited knowledge that the ECSC had its origins in the aftermath of WWII with a mandate for economic growth and member integration to prevent future war, these questions seemed highly pertinent,extremely valid and far from stupid.

The implicit package in the Sarkozy Merkel treaty was that the new regulations would effectively put an end to London being a financial center in the EU, and transfer all (big) banking to Frankfurt. That was the goal. They want to suck all the money coming into the EU to Germany, but London is taking away a big chunk of it. Thats behind all this.
I regret this development as I think the UK should be a 1st class member in the EU even if it was a 2nd class one in the past. But this probably was a turning point after which it will find itself in the 3rd class or even outside.
The British obviously do not understand what the idea of the EU stands for. It´s not only about trading, free market etc. - it´s about a common culture, common values and at least a common future that can match upcoming countries like China.
We both don´t know if the EU failed. It´s a unique work in progress that will have something like an end in many years. But as so many British seem to think like you it´s obviously better for you to leave. As I said I would regret it though.
