Budget cuts are bad politics in this global economic crisis. We know all cash are locked up by big bankers' credit over the world. Why does a civil society let people suffer for it repeatedly? They must identify those locked up resources for cash flow, point out high level manipulation blocking human efforts and resource recovery. Cash labels shouldn't drain or own human effort. Let people trade, hire, and be productive no matter when.
