I did it. I have a Compaq Pesario running x86 Windows Vista, Intel Pentium Dual Core running @ 1.8MHz, I upgraded from air cooled to liquid cooled heat sinks and changed the processor voltages in the BIOS I went up to 2.3MHz
@XGCKrazyK When i first built my computer i had a athlon 5000+ and with the stock cooler i got 3ghz with the stock heatsink. Now i have a 955 and i got a h50 so i could go from 3.2ghz to 4ghz. And now it doesn't go past 45c load. Plus i got a zalman cooler for my dad's crappy sempron socket A and it went from 1.8 to 2.2 and it was on a crappy board. You only need water if you are going to overvolt A LOT. Like 1.5v and you are going for a 30% increase in clocks

Also if you have an average processor and upgrade from air to liquid cooled AND modify BIOS settings ( in most cases ) you can overclock your processor safely and go from as an example 1.8 MHz up to 2.3Mhz.
@pobaslo Or you can also use paperclip to touch the PWR-SW connectors and that will activate it. Moreover, to make it more handy, you can also use an extra computer PWR switch or go out and buy a cheap one.
@pobaslo that is not true. what you do is basically are emulating a power button that you would have on your case. when the tip of the screwdriver touches those 2 pins, it shorts them for a brief second. somewhat like a jumper does. a jumper could short the pins too.
@NOXXism the power pupply works in the same manner the power supply will not work unless its getting a signal from the mother board, if you jump the green and black wires from the power supply to the mother board the power supply will start and run
@RickArter all CPU's running over 1.3Mhz run hot. unless you dont care what happens to the CPU i suggest NEVER taking the heat sink off while its running. it will damage it beyond ANY repair
