Everyone downloads in our generation (according to the BMR, IFPI, IPI, etc). You also have an 8.7% (Bureau of Justice Statistics) chance of being pulled over for speeding since it has a direct correlation to death and will cost you up to $1000 (NHTSA). Now even if 500,000 people were sued over 8 years there is only a 0.000204% chance of being caught. I speed everyday and risk lives with an 8.9% chance of a fine so how exactly am I supposed to believe that anyone will take any of this seriously?
