Well, I got this game for Christmas, but you can most likely find it at like a Gamestop or something for relatively cheap.

In order to get to Halloween Town, you have to play through the game far enough to clear Agrabah, then you take the left branch on the Gummi Routes to get to there. You can take both branches, but if you really want to go there, take the left one.
