Yes, Japan needs money to rebuild because they are not one of the worlds richest nation on this planet.
Lets also send the some depleted uranium as they seem to lack that too, or at least they have a "natural way" of not getting affected from high leveles regarding theyr governement.
Also it's a very good idea to build nuke plants on the fault line...and Japanese governments understand that and plan to build more reactors there.

Main problem in swamps and bay areas were sand and rocks is used fill the water and then is built on the earth shakes the rocks/sand shifts and the normal water that was there befor turn the sand/dirt into quicksand type stuff and large areas have had to be closed and rebuilt in some cases.

Soil is not water. Earth is not water. Water is water. Earth/soil can hold water. Frequency of movement such as an earthquake can make loose soil, sand, any earth fill that is not bedrock move like gelatin, this "Liquefaction", earth's behavior as a liquid when influenced by seismic oscillation.
With that said, as I mentioned before this water could be saturation from a water main break but it could also be from aquifer or ground water disturbance.

Actually, that is probably a water main break. In a seismic event, soil does act like a liquid (liquifaction) but it remains as soil.
