I think not many people got it actually talks about the Statue of Liberty, which isn't exactly 40 feet tall, but that is just symbolic. In my opinion there are many ways of reading these lyrics. A. He's a man who has completely lost it and is in love with the Statue, plus he begs for money to support himself, and B. The Statue is a metaphor about liberty, and the fact that he will fight anyone who tries to take that right from him.

He never leaves her side because the withdrawals are too intense. "Cars drive by just so they can see her" refers to life on skid row where cars drive by all night to buy heroin. "she's gonna testify down at the Navy" The Navy is a Detox center where you can get free drugs to ease opiate detox symptoms
Great song with such a soulful sound, there are many interpretations to it may it be about a past love, a drug addict or dealer, a symbolism of a painting on the side of a building, or even justice and liberty. Whatever it may be it's a great piece and is one of my favorites.

Then he says "for some odd reason, they're calling you a painting." Either its a painting of a woman that he's fallen inlove with or it's a billboard of a woman.
