I was taught to move into this position by applying lots of pressure to the outside of the guy's elbow when he's got you in the Thai clinch. If nothing else, your pressure breaks his control of your neck. But if he really tries to counteract your pressure by pushing his arm back out against you, then you basically just let go and let him fling his own arm above your head. Then, since you've already got the collar tie on the other side, you just sink in the choke. I always thought it was cool.
