Well the only way to be able to go to those islands is to have gone to some Pokemon event thing in like California like 7 years ago. The only other way to get the pokemon is to trade from lg or fr. And yes you can clone in emerald

1. Because he does not have a ridiculously number of Master balls, the number he has is fairly obtainable through trade.

2. His pokemon is also not a ridiculous high level.

3. Most importantly, if you see the walkthroughs and stuff, thoes locations are actually the real ones where the legendaries are supposed to be.
