I just aim a foot low myself and I'm good at 100 yards. Some people just soldered a small piece of copper wire to extend the front sight.
Use a little polishing compound in the chamber, and really clean and oil the bolt. That should help with the sticking. This is a common issue with Mosin. Definitely a fun rifle to shoot.
the bolt on my m91/30 can be cycled with your pinky finger, i took the bolt completely apart and sprayed each part thoroughly with "rem oil" and put it back together

At that range you probably need to aim at the ground below the target.
My mosin hit approx 11" high at 100 yds with the rear sight set all the way down.
I ended up lengthening the front sight post with a piece of plastic tube to compensate.
