Damn well near everybody has unlimited fj mega tubi and 'meso hack' is a way of packet editing. Now if you mean 'unlimited level hack' by he can level up when he pleases, that's also packet editing. At least last time I was in the hacking business it was. He was arrested for hacking Nexon, it is ILLEGAL TO EDIT THEIR FILES. Just like it would be illegal to change something on the bill of rights (obviously you'd get fucked much harder for that)

it isn't that you can get arrested for re-packing them, just having them unpacked and editing them violates the ToS from Nexon. A private server itself can get you arrested, whether or not you edit any .wz files.

TitanMS isn't a private server, just a test server.

it was a private server, because it wasn't hosted by Nexon. A private server is an emulated copy of the original game, for private use.

This is a self-created private server(titanms source).His stat is not 9999 its juz 1000+ cuz its the wizet hat

but he can edit his stat in the database too if he wants.
