Plebiscite in Kashmir is out of the window because the ground realities have changed. The UN is also coming to this realization as expressed by Kofi Annan in 2005.

If you want plebiscite as per 1947 regulations, it will be necessary to be held in Pak Occupied Kashmir, Indian Occupied Kashmir and Aksai Chin. Even that to occur, the first condition is that Pakistan will've to withdraw all its forces & mujahadeen out of Pak Occupied Kashmir.
