they cut his nerve's off to a point where he can only move his fingers a little bit but the guy that cut his wrist didn't really do much damage coz he knows the mayor guy won't know anyway's
so that he wont be able to use his fist because they know he is really powerful and a threat to the gang but the guy that was cutting his wrist was a close friend so he did damage but not enough for him to lose his arm. in the car he says that that is his last present to him before he moves somewhere far with his family
