what i dont understand is why didnt they knock down the building beforehand to not risk endangering peoples lives? either way it was an accident waiting to happen.

Rotten wood is also well ventilated.

築200年以上です(新潟)。
昔は釘を一切使わずに立てているうえ、今の住宅と違い隙間が多いので
換気がよく木材も腐らない。
日本でも田舎には築100年以上の家なんて結構あるもんなんですよ。
