The regulation is already there. It just isn't being inforced. Iraq war still continues (war crimes prosecutable under Geneva conventions for torture). Faking documents for mortgage loans. Cheating on taxes (Geithner and other Obama cabinet members). Corruption more powerful than regulations. Free market will force reality. Let the failures fail, and those responsible take over the failures.
