nope, most of it not... most anime is just a few images drawn per scene that change every now and then and sometimes they are moved and scaled. The real good quality ones have more images. Only some extremely rare ones are actually 3d.

Look at the differences on the shadow, the shadow on the original is hardly appealing for this style of work, so they use shadow control to be specific on where the shadow should or should not appear.
Changing light angle also work, but it`ll become one hell of a hassle when it`s the model`s viewed on many angles or use for animation.

Only think i noticed is, you see the shadow around her eye on the before clip?
In the After clip he got rid of that shadow ( it looked ugly and didn't look animeish...)
