Just an observation regarding your statement. The Roman armies hired / recruited a great number of Goths.(and others), and whilst the numbers of 'Barbarians' living on the borders with the Empire were small there was not a great problem.(local raiding aside) However, the Barbarians, especially the Goths, multiplied and learned the skills of war very quickly. The Romans ignored the problem to their peril. One on one, a Goth was every bit as effective a fighter as a Roman soldier.
