I'm sure you could get that time down to 2:30 with a few more trials. Note that as soon as you've started placing the Q-worm, you can walk off before the animation ends and it still works, which will save you a lot of time.
simply aim for that device next to the door, where you need to type in a code. with the decryptor, hold the fire button. And wait untill 007 is finished with cracking and the door will open

Just some tips to help ya:
- keep moving and don't like turn around in place
- don't bump into desks & cut through rooms
- timing opening doors and punching people
- load a Q-Worm and MOVE. just press the button; you don't have to wait for it to complete
btw when did you get the Scorpion? and how did you crack pins so fast?

I found the scorpion in the office room on the highest floor, the one with the computer where you need to install the Q worm in it.
And for the fast cracking, I think that's because I used an upgraded decryptor
