Looks like the driver was drifting into the center barriers and over corrected, there is a definite turn to the right; if she would have been on the shoulder she would have rolled that car. When the white car drifts into the ice on shoulder she is closer to the concrete wall and is no doubt distracted by the jeep. She notices the proximity of the obstacle and over corrects and spins into the State Trooper. I can’t hear any yelling but if the Trooper was yelling at her it was to exit her car before another inadequate driver did the same to her.

The funny part to me is that you KNOW she's going to get a ticket after hitting a cop car. Possible citations: failure to maintain control, too fast for conditions, failure to follow at a safe distance, reckless driving, damaging government property (the cop car).
