I played this video in RealPlayer and no effect, but in VLC it was exactly like this one, so this was the result of pixel-drifting, but it wasn't altered by svarrog because the same good-copy with no effect was precisely matched to YouTube with the effect, so svarrog thought he really saw shape-shifting, but it could not have been that due to the anomalyz in the video. If this was genuine, it would appear scaley in ALL formz of the video, and the grass wouldn't be scaley either, lol.

That's a typical live camera feed move, just clumsily done here in amateurish fashion. All he's doing is getting out of the way so the camera can show the sign and location. The maker of this bogus clip is just using that awkwardness to make it seem like there was a "reptilian" reason for it. Ask this, why is the follow up back in the studio when they cut back to the anchors not shown? Because the fact that they didn't react to an alleged transformation live on air would kill the speculation.

These are not "effects" in the sense, that they were added intentionally. These are anomalies caused by uploading an flv file in Youtube. In the process data is lost since YT decodes it and again encodes it as flash video. It's a lossy compression (and not even mentioned as a supported file type in YT), hence the distorted image data. Ofcourse, none of the believers want to think about this. :)
