Actually, he wasn't. WHen you start a stage on a downward slope, you stay in the slope position until you slow down or jump, therefore giving you the inertia to jump that high after hitting an enemy

Being perpetual is being never-ending in someway. To say this is perpetual is to say it is a ROM hack with an infinite amount of levels.
