Looks like you need a new impeller-- thats not nearly enough water coming out. Try poking a piece of coat hanger wire up the outlet slots to clear them first though as one side appears to be blocked.

@spatuladad Hi thanks for the input, but the 9.9 only have one 'pee hole' and not two like the 15hp but i think it could do with a new impellor.
