@larilari619 That means there's still a background task that restarts it. I work with computers (double certified) so I know ALLLL about these little monsters. Some of them even prevent you from accessing task manager and safe mode all together. But since you can, try to find the other program that's restarting it, kill that first, and THEN kill the other process. If you find the.exe file in yur system that's causing it (look at the directory in search), delete it.

use a linux live-cd and get rid of all the startup keys, you can also rename the exe files of the programs that are started, then run something like ccleaner to delete the startup keys and rename your files again...

i once got a virus that changed the wallpaper an ugly green and replaced all my desktop icons with porn pictures. it was a scareware type of virus, and the fake antivirus program it installed was pulling up pop up windows screaming at me in CAPS telling me to buy buy buy or this and this will happen to your computer! my internet was compromised, on another computer i had to download a fix to a flash drive and rebooted the computer that way

Well No because everytime you try to reinstall your operating system using the same hard drive it automaticly cancel's out the installation process with this type of virus. That's why you have to use A different hard drive.

To give you an example of what I'm talking about well I came across this website that had a total of 6 kinds of viruses with download links.
