Arceus has nothing to do with them. This Pikachu coloured Pichu makes Spiky Eared Pichu appear in HGSS. And people in Japan could also get an Arceus at this movie downloaded.

You have to get the G/S Ball inside the shrine by communicating with it. The Pichu event is activated automatically so there is no way to have both.

Though right after the event you can do the Celebi event.
