This ending was intended for Eddie; he was supposed to find the dog sitting in the chair, recognize it and instantly remember why he killed it before coming to Silent Hill; the dog was solely responsible for all the torture he went through during childhood and was pulling the strings literally in this fashion. In the ending, he proceeds to shoot the dog again, followed with James running to assault him; Eddie proceeds to shoot James in the knee before fleeing to Raccoon City.
