to make it apply at touchdown press shift + / at the same time. This will arm the spoiler and once the wheels hit the ground they come up.

Instead of pointing the nose down you can try to reduce speed with trottle or speedbrakes 3/4 extended

TommyKXXx is sort of right, but you're never supposed to have the speed brakes more than 1/2 way extended. Also, NEVER EVER extend ANY speedbrakes on short final. If you need to use speedbrakes on short final, you need to go around.
