It's virtually possible to hypothesize that a romance can exist anywhere. That's what makes gaming so successful-- it's what gives it that "suspense". But if anyone wants MY opinion, I see a deep claim of friendship between Balthier and Fran that's unmatched with other characters. That doesn't mean that I think they're "together." But Balthier and Ashe's friendship/flirtation is far too shallow; they were pitted together by situation, and not by their own intentions.
They're learning to care about eachother, but this is true as well for everyone else on their team. I'm not saying that they couldn't ever share feelings for eachother-- only that, because Balthier's a sky pirate, this sort of relationship is inpractical. And as you've already noticed, the man's a very bluntly pragmatic person.
His conflict with Al Cid is a very superficial one: only that he has a bad impression of Al Cid due to Al Cid's highly pompous behavior (And I imagine Balthier would hate being trumped. He has a lofty sense of self-worth, remember? He once told Vaan, "I'm the leading man...")
People will look for romantic involvement in any story, especially Final Fantasy for some reason. I think Balthier is a far more complex character than a simple 'ladies man' who falls in love with every female he lays eyes on.

No, Not all,well rarely any of the Final Fantasy Games are connected. Bahamut is kinda like Cid,it's used in just about all Final Fantasy. The random girl with a moogle wasn't Lulu. That's why none of the games have squeals,well 'Spin-offs' X-2 was the first real Final fantasy squeal.

Yes, shandy! hahaa...that dude is so slick & those shades...kinda out of place in the game, but it suits him. And Balthier showing some jealousy in a way, my Fran noticing it, hillarious. And why had it to be Bahamut? Should've used a summon that hasn't been used much yet in FFgames.
