The claws are earned by getting Vanguard merits in the Rikti War Zone. When you get to level 35 or higher, go to either Atlas Park, Founders' Falls or Pererigine Island and enter the Vanguard FPO marker on your map. Inside that the portal to rhe RWZ. Talk to the first contact you see (Follow the line on the ground). Do her mission & you'll join Vanguard & for every Vanguard mission you do you'll get one merit point. You also have a random chance of getting merits when you defet rikti...
... 1 for mionion, 2 for lieutenatns and 3 for bosses. When you get 100 merits in total you can unlock them at the Vanugard crafting terminal (In the Mech bay in the RWZ). From there you will have them as an option at the tailor. They are called Talasorian blades.
