The Tier 4 Turrets (The two turrets guarding the Nexus) along with the Nexus regenerate. The T4 Turrets regenerate 3 HP every second why the Nexus regenerates 10 HP per second.

Also, you are aware that LoL is the most forgiving of the DotA games. The game isn't half over in a few minutes, and it's not like DotA where one bad teammate could easily cost you the game, or one fed enemy would easily win them the game. League of legends actually allows for some pretty good comebacks, but based on your half over comment, you've probably never experienced it from being one of those "20 MINUTES ZOMG SURRENDER" people.
